Black Sea Drone Strike Sinks Cargo Ship Off Romania; One Dead, Three Missing

A cargo ship has sunk in the Black Sea after being struck by a drone near Romania, killing at least one sailor and leaving three others missing as concern grows over attacks on commercial shipping close to NATO territory.

The Comoros-flagged vessel Khoryv was carrying a crew of 13 Ukrainian and Azerbaijani sailors when it issued a distress call approximately 13 nautical miles from the Romanian port of Constanța.

The vessel was just outside Romanian territorial waters when it was hit.

Romanian authorities said nine crew members were rescued from the sea. One body was recovered and three sailors remained missing as emergency vessels continued searching in difficult weather and rough seas.

Video released by Romanian authorities showed the ship largely submerged, with only part of its capsized hull remaining above the water.

Romanian President Nicușor Dan blamed the incident on Russia and described it as part of an escalation connected to Moscow’s war against Ukraine.

The immediate attribution rests primarily on Romanian authorities. Independent public evidence identifying the specific drone responsible for striking the vessel has not yet been released.

The incident is particularly serious because it follows a series of attacks on commercial shipping in the western Black Sea. Reuters reports that at least seven cargo vessels have been hit near the coasts of Romania and Bulgaria during the past two weeks, with around 30 sailors reported dead or missing.

Both Romania and Bulgaria are NATO members.

The attacks have increasingly focused attention on shipping routes near the Sulina Canal, which connects the Danube with the Black Sea. The route has become increasingly important for Ukrainian agricultural exports as Russian attacks have damaged or disrupted Ukraine’s own Black Sea port infrastructure.

Romania’s Supreme Council of National Defence had already decided before Friday’s sinking to accelerate development of maritime surveillance, mine-countermeasure and counter-drone capabilities in the Black Sea.

The Romanian Naval Forces say that since the beginning of the war in Ukraine they have recorded 165 attacks close to the Romanian frontier, 54 unauthorised drone incursions, six drones shot down and numerous drone fragments or systems recovered or neutralised.

Romanian forces have also dealt repeatedly with drifting sea mines and unmanned systems in the Black Sea. In August, Romanian military divers destroyed two unmanned aerial systems found drifting in Romania’s Exclusive Economic Zone.

NATO has been increasing its attention to drone and maritime threats in the region. Romania, Bulgaria and Turkey already cooperate through the Black Sea Mine Countermeasures Task Group, while NATO has announced additional surveillance and defensive measures for its eastern flank.

The sinking of a civilian cargo vessel so close to the Romanian coast adds a further dimension to the conflict: commercial shipping operating near NATO territory is increasingly exposed to weapons used in the war.

STATUS: CONFIRMED. One sailor has been confirmed dead, nine rescued and three remain missing. Romanian authorities attribute the attack to a drone connected to Russian military activity. Investigation and search operations are continuing.
